Performance Measures
Adult / Dislocated Worker Performance Measures
There are four (4) adult program performance measures and four (4) dislocated worker program performance measures. In addition, there are two (2) performance measures for Customer Satisfaction - Participant and Employer. Each state negotiates an expected level of performance for each measure with the US Department of Labor (USDOL). In the future, each region will negotiate their own expected level of performance for each measure with the state.
The performance measure level is considered acceptable if it exceeds at least eighty (80%) percent.
If the state does not meet its expected performance levels, sanctions may occur from the USDOL.
The following are performance measures for the WIA Adult and Dislocated Worker Programs.
Adult Performance Measures
1. Entered Employment Rate
Of those who are not employed at registration:
No. of adults who are employed 1st quarter
divided by
No. of adults who exit during the quarter
2. Employment Retention Rate
Of those who are employed in the 1st quarter after exit:
No. of adults who are employed in the 3rd quarter
divided by
No. of adults who exit during the quarter
3. Earnings Change in Six Months
Of those who are employed in 1st quarter after exit:
(Earnings in 2nd quarter + earnings in 3rd quarter after exit) - (Earnings in 2nd quarter + earnings in 3rd quarter prior to registration)
divided by
No. of adults who exit during the quarter
4. Employment and Credential Rate
Of those who received training services:
No. of adults who were employed in the 1st quarter and received a credential by the end of 3rd quarter after exit
divided by
No. of adults who exit during the quarter
Dislocated Worker Performance Measures
1. Entered Employment Rate
No. of dislocated workers who are employed 1st quarter
divided by
No. of dislocated workers who exit during the quarter
2. Employment Retention Rate
Of those who are employed in the 1st quarter after exit:
No. of dislocated workers who are employed in the 3rd quarter
divided by
No. of dislocated workers who exit during the quarter
3. Earnings Replacement Rate
Of those who are employed in the 1st quarter after exit:
(Earnings in 2nd quarter + Earnings in 3rd quarter after exit)
divided by
(Earnings in 2nd quarter + Earnings in 3rd quarter prior to dislocation)
4. Employment and Credential Rate
Of those who received training services:
No. of dislocated workers who are employed in the 1st quarter and received a credential by the end of 3rd quarter
divided by
No. of dislocated workers who exit during the quarter
