Performance Measures
Youth Performance Measures
There are four (4) older youth program performance measures and three (3) younger youth program performance measures. In addition, there are two (2) performance measures for Customer Satisfaction - Participant and Employer. Each state negotiates an expected level of performance for each measure with the US Department of Labor (USDOL). In the future, each region will negotiate their own expected level of performance for each measure with the state.
The performance measure level is considered acceptable if it exceeds at least eighty (80%) percent.
If the state does not meet its expected performance levels, sanctions may occur from the USDOL.
The following are performance measures for the WIA Youth Programs.
Older Youth Performance Measures
1. Entered Employment Rate
Of those who are not employed at registration and do not move onto post-secondary education / advanced training in 1st quarter after exit:
No. of older youth employed 1st quarter
divided by
No. of older youth who exit during the quarter
2. Employment Retention Rate
Of those who are not employed at registration and do not move onto post-secondary education / advanced training in the 3rd quarter:
No. of older youth employed 3rd quarter
divided by
No. of older youth who exit during the quarter
3. Earnings Change in Six Months
Of those who are employed in 1st quarter after exit and who do not move to post-secondary education / advanced training in 3rd quarter:
(Earnings in 2nd quarter + earnings in 3rd quarter after exit) - (Earnings in 2nd quarter + earnings in 3rd quarter prior to registration)

4. Credential Rate
No. of older youth in employment, post-secondary / advanced training in the 1st quarter and received credential by end of 3rd quarter
divided by
No. of older youth who exit during the quarter
Younger Youth Performance Measures
1. Skill Attainment Rate
Of all in-school youth and out-of-school youth who are assessed to be in need of basic, work readiness, and/or occupational skills:
Total No. of attained basic skills + No. of attained work readiness skills + No. of attained occupational skills
divided by
No. of basic skills goals + No. of work readiness goals + No. of occupational skill goals
2. Diploma or Equivalent Rate
Of those who register without a diploma or equivalent:
No. of younger youth who attained secondary school diploma or equivalent by the end of the 1st quarter after exit
divided by
No. of younger youth who exit during the quarter (except those still in secondary school at exit)
3. Retention
No. of participants found in one of the following in the 3rd quarter after exit:
Post-secondary education, advanced training, employment, military service, and qualified apprenticeships
divided by
No. of younger youth during the quarter (except those still in secondary school at exit)
