What is WIA?

The Workforce Investment Act reforms Federal Job Training Programs and creates a new comprehensive workforce investment system. The goals of this system are achieved through the provision of workforce investment activities that are meant to increase the employment, retention and earnings of participants, and increase occupational skill attainment by participants, which will improve the quality of the workforce, reduce welfare dependency, and enhance the productivity and competitiveness of the Nation's economy (20 CFR 660.100).

The Workforce Investment Act (WIA) of 1998 was the first major reform of the workforce development system since the Job Training Partnership Act (JTPA) of 1982. WIA provides the framework for a national workforce preparation and employment system.

This system is intended to be customer-focused and to help individuals access the tools they need to manage their careers. The system is also intended to help companies find the skilled workers they need to manage, compete, and succeed in business. The Region VI Workforce Investment Board is responsible for the development of this system at the local level.
